With a Republican majority in the legislature and inherited record deficits, it is a wonder that Jim Doyle and Wisconsin are on the right course. Our state needs a leader, not a vindictive potentate. Generally, that would mean some changes would be made over the proposal that was nixed. When conservatives control the Congress, they wish to pre-empt tough state insurance regulations. Nationally, the last four Clinton years we had a federal surplus not a deficit and were able to reduce the debt. Now if we could just elect a Wisconsin legislature this fall that would implement a ban state wide.
